This seemed like the inevitable thing to confirm after Megaman. It may not end up being the "fastest MissingNo ever", but so far, I think the advantages from the RNG mitigation are evident, and you aren't forced to close the fight in this manner. Some more testing definitely needs to be done.
In comparison, it took BBF 41s to kill MissingNo in the WR, so mediocre RNG becomes quite good RNG from just defaulting to pause buffering.
Update: I was almost certain the combo from the OP wasn't going to be viable in runs, but thanks to the new discovery it turns out the game almost never eats tight pause buffers after the second jump specifically. Notice how the pause skips frames during the first jump. Impressively, this also makes Razor Leaf viable now when it previously wasn't.
