So a while back i discovered that you can change the language of the steam version to Japanese by removing a certain game file. I tested to see if this caused the game to behave unexpectedly and i came across no errors and the only thing that had changed was the text.
Due to Japanese text being faster i proposed to the Ys Discord community on their thoughts on allowing this to be accepted. We eventually came to the conclusion that this should be allowed.
First of all, here is a video explaining how to obtain Japanese text in the steam version:

Right click Ys: The Oath in Felghana on Steam, Properties, Local Files, Browse Local Files... then open "release" folder.

In this folder you want to rename/delete the file called "data_us.na" (You can rename it back later if you want english text again)

Open the game, Japanese text!
