If you want to know my dgVoodoo settings, here they are:

• General / Output API: Direct3D 12 (feature level 12.0)
• DirectX / Resolution: 1042x768
• DirectX / dgVoodoo Watermark: Unchecked

USB disk drives are fine if you want to buy and play the game legally. However, if this becomes too much of a hassle, I recommend just pirating it. The game's from 2003 and wasn't meant to work on anything past Windows XP.
