I know of a couple out of bounds spots that I used in my run. Mainly Levels 2,5,10,15, and 19. There might be more in other levels but I haven't looked too much into it.

I feel like the only times I get the signatures after Gary is when i have already wasted too much time before hand. It really is mostly about resetting now in order to get new pb's when it comes to the petitions. Btw thanks ;P
I think i have mine set at 20 bystanders because i feel that you can really get screwed over having less and having more seems to effect my framerate and my ability to perform certain glitches i.e the convenient store skip (i really need to get my hands on the 1413 version.
So i would say play around with the numbers and see what works for you. I try to keep track of how many petitions i have before i got to a certain area and If i don't have enough within a certain time, i just try to rush to the next area as quickly as possible so i can at least have some decent splits. I usually like to get the petitions done before the Gary skip. The run is usually pretty bad if i don't have all the signatures before hand.
At the end of the day, its still an rng nightmare for the most part and you will probably be have to grind it a'lot in order to get a really good time. Best of luck to all runners ;)

I do it the "reverse way" (if we consider it reversed) because I like being closer to the house at the end of the run. I'm not sure if the way you do it is considered faster or not. I might test your way out later but even in the segmented run it seems faster to do it reversed.
