it's actually just penalising load times and i think that's pretty obvious.
literally, one is penalised for how long to get from menu to starting moving.

does this mean that timed penalties ie righting a flipped car, early starts don't count towards time? does this imply the correct strategy finishing a race is to run over the guy at the finish as this triggers the leaderboard screen faster? where is the discussion on the development of the run rules? seems totally arbitrary
