what does splits i/o mean

I want to speedrun another game, but not completely sure which one to do. Should be relatively short with an active community, and must be Web, NES, GB(A/C), SNES, or Genesis/Megadrive. Sorry if i sound too picky, but those are the consoles i would prefer. Original PlayStation might work too! Thanks in advance!

I'm a new speedrunner, and I had a question about the rules for the 12 level run. So I know in the rules that any time under four minutes requires full audio, Twitch VOD or hand cam, and WR runs require 2 of the above. The problem I have is that I can only do one of them (full audio), so what should I do if I ever do happen to get a WR run?
