I'm inclined to use "Real Time" for the original play time and "Game Time" for the replay time. If one of the two is not available, we could use the 20s adjustment that you found or just leave it blank. If anyone has a suggestion etc, please respond
I'd rather not allow multicredit or nondefault runs in the main categories, due to the long history of 1cc/default runs being standard (both in the Touhou series and the stg genre in general)
However, if you want I can make a no restrictions category under misc with subcategories for difficulty etc

Personally, I just played the Japanese version because I felt like it. I don't know of any significant differences, though I never really tried to find them
Your game is set up properly. The starting life option is incorrect on the leaderboard runs. However, it doesn't affect the runs in any way (the player doesn't drop below what would have been the 0 life mark), so it was allowed (though not preferred)

All Relics doesn't need a NG+ category, but I don't think it's possible to set up a category without the subcategories of the other categories in this site's current system.
I'm not sure about the best way to set up a NG+ file. I actually hadn't considered the use of cheats to obtain the best items/max levels etc, but I don't see any way to prevent their use. If you have any ideas on that, let me know.
One possibility is to have publicly available NG+ files for each character. This would at least allow for an even playing field on emulator, and maybe console could be separated later if there is serious competition in the category.
It definitely changes the gameplay significantly to the player's advantage, so I don't think it should be allowed either

not sure what the problem is exactly, but no runs show up on the Touhou 16 board. The runs can only be accessed from the players' profile pages or from a link (this run, for example)

I played on normal, and I assume the others did as well. I can make subcategories for other difficulties if you want though
