The Japanese version was found to be significantly faster due to the enemies in the game having 50% reduced hp. That note you mentioned was corrected in the current, updated notes.
Categories can be made if emulator runs become something people want to do, for sure. Emulator saves a LOT of time over hardware so it would definitely need to be split.
The currently active bounty is only for glitches, unfortunately.
And I can make an option for segmented runs if you don't plan to do the run in a single segment.

I think epsxe or psx1.13 are the best.
Single segment means no loading from a save, one single sitting. RTA means one single sitting but you can die and load saves and such.

What about playing on a ps2? I have a slim that I use to play ps1 games since that console got done in by cat pee.
Edit. Added a bit more. So the original question is about if the game runs faster on a ps2, but does events like rpg limit break allow you to run a ps1 game on a ps2?
They do, yes.
It's actually the most common way to do it. I use a PS2 to play PS1 titles because Fast disc speed saves time in loads.
Another thought occured to me. Since the run hasn't gotten under the 10 hours for rpg limit break, would they allow it to be done in a segmented run? Like 3 chunks of 3.5 hours or so. Probably be easier to schedule for them and would be a chance to show off segmented runs in general.
