The bystander effect, or bystander apathy, is a social psychological phenomenon in which individuals are less likely to offer help to a victim when other people are present. The greater the number of bystanders, the less likely it is that one of them will help.
More mods = other mods will do less work as they think the other mods will do it anyway It's the main reason why there isn't more mods.
This has been a problem for this game since its initial popularity on srcom. For quite some time, I was the only person verifying runs, and the queue would get very long if I was gone for even a few days. Since I've gone inactive as a mod for SR4, new mods have been appointed, but I agree with Vywa on what seems to be the result.
Not just with level switching, but also with the addition of new levels (among other things)!! The old "All Levels" category has been archived, and now there are categories for 30 levels and All Levels (now that there are 45 levels in the game).
