I love this game to death, but I don't have either of the systems required let alone a physical copy. I've been wanting to submit runs for a while but if emulators being banned is non-negotiable, that's fine. Thank you for time on this 7 year old game's forums, have a nice day.

RPCS3 is in a pretty good place stability-wise at this point, especially for the categories that use IGT. I haven't investigated this game specifically on emulator but I feel that emulation can be re-assessed as a viable option for speedruns.
