What does it mean "prohibited any changes in the game to benefit" ?

Does this mean you cant change Lives and Difficulty in Dip Switches? Or does it mean no ROM hacks or weird stuff?

Hacking or cheating prohibited. like invincibility, infinite weapons and others.
