Easter egg speed increase allowed and Undercover ILs

I've just added all the Undercover jobs as individual levels.
Also, from now on, it's allowed to use the D.C. speed increase Easter egg. For ILs it has been decided to have a category split as using the speed increase makes any IL faster by default (if you have the skill to handle i
