I found this and didn't see it anywhere else so im not sure if it would be useful in an any% run or not..

neat little skip but i dont think it's faster than the usual skip we do, especially since you get the water rings pagie in any% and you're already in the water for the way around; need to time it first.

You'll have to forgive my unoptimized movement, but I believe if you're starting from the door or somewhere nearby in the water, this route through the Waterworks is potentially the fastest (I compared it to the book to red pipe strat and it seems to be even if you start from the book for both strats, but I haven't optimized movement for my strat).
