You can check the category rules to see how each is timed. For example, full runs:

Timing starts upon clicking either "Start" or "Restart". Timing ends upon the start of the final idol cutscene that flashes before your final time screen.

If you don't want to time it manually, you can use LiveSplit and the autosplitter. There's a thread here on how to set it up, or you can look it up on Google, all autosplitters work the same.

I'm not sure why you RT would be so much higher, maybe you have some performance issues and the game is running at half the frame rate? Have you checked your FPS?
