I think that you shouldn't be punishing people for following the rules at the time they've done their runs. I can with certainty say that the 30fps times are very much beatable. I can beat my LS PB at 25fps and LS supposedly loses the most time at 25fps. Every time currently on the leaderboards is beatable. If people don't want to play at 25 pretty sure they wouldn't play just because they supposedly couldn't beat their pbs. 5:20s still have 15+ minutes to save and 30fps doesn't save anywhere near as much time, if any.
I'd like to end this age old discussion once and for all. I don't see any compelling reasons for allowing the frame rate to be limited to 30 via an external program. Only using the in-game frame limiter would make things simpler for everyone and everybody would be on a level playing field. It was never allowed for good reasons in the first place.
I would personally vote for banning 30fps from leaderboards submissions.
