There is a lot more freedom to part choices in this game than in Battle Revolution (due to much faster part generation, more useful part drops, and faster part switching), so there isn't really a standard setup. I use different parts (mostly gun changes) for each kind of opponent (and sometimes adjust it for individual fights). However, only one robo body is available in the story, so that limits customization options.
Of course it's possible that there is some optimal setup (notably with the splash gun, which I haven't tested yet), but I don't think so.

Results: 3532s (58m52s) of fights in record (including 2 deaths (276s) and an unnecessary fight (37s)) 1788s (29m48s) of fights in tas difference of 1744s (29m4s) in fights about 35s for the non-fighting parts of the extra fight (isn't quite that simple but close probably) 2:26:27 record 1:40:21.9 (1:40:22) tas (adjusted to 1:39:42 due to timing differences) difference of 2805s (46m45s) total difference of 1026s (17m6s) due to mashing, saving/loading, part generator visits, part swaps, and minor route differences
If possible, could someone please transfer the http://www.speedrun.com/Custom_Robo_Battle_Revolution runs from New Journey (Ray 01) to the subcategory Ray 01 under the New Journey category as well as move the runs from New Journey (NG+) to the subcategory NG+ under the New Journey category (note that there is a hidden emulator time here)?
You can delete the runs already in those two subcategories before transferring from the categories to the subcategories, as I manually copied most of the runs before deciding to ask here.

What I usually do is scale it to 60 fps. Unfortunately I overlooked it this time by accident, sorry. I adjusted Seihon's time to what it would be at 60 fps. Playing at a higher framerate provides no advantages to my knowledge, so it seems ok to adjust for that case.
Playing at a lower framerate would make the game easier, however, so I propose limiting slowdown % (for games that provide it)+framerate difference to 3% (58.2 fps), as long as the user is making every reasonable effort to run the game at 60 fps (still scaling to 60 fps unless it passes the 3% point).
I plan on adding this to the rules for all the games if people find these guidelines to be reasonable. I also added timing rules to all of the non-fighting games.
Doesn't the in-game % counter just require you to beat all of the stages once for 100%?

That's how I used to time it, but it seemed a bit weird for there to be many more inputs (and story etc) between that fight and the end of the game/credits. I suppose I can change it back if you really want me to but I'm not sure whether other runners would find that timing to be reasonable.
My suggestion is a mix of the two submission approaches: allow established and active moderators of other games to set up boards without a run but require new/potentially inactive moderators to have one. This should make it less likely for mods to disappear after requesting a game while preserving the ability of reliable users to set up boards for games that might not otherwise be added.
It doesn't fix the issue of someone making their own rules for a game with an existing community, but I don't think requiring a run would help much with this problem. I think the only way to really solve that problem is for the global mods to spend a long time researching each game submission, which isn't really reasonable.
Something to think about, anyway.

I agree that it's a fine category to run, but it seems to me like it's more of an IL category rather than a full game one.
When I played that game a long time ago, I once activated a glitch that put me in a type of camera mode that removed some? characters and also allowed movement I think. No idea how it happened or if it's possible to get back into the level. If so, it might be possible to skip parts of levels but idk.
