it's to avoid people cheating, and I believe it allows the verifiers to ensure the run is completed on a legitimate version of the game. additionally, i'm pretty sure that it'd help verifiers be able to tell if a run is spliced or not, since Ultrakill is extremely easy to splice runs of. previously, there was a brief rule that required top 3 runs to provide a session recording, but many people were unhappy with this change, meaning this is the (arguably much better) alternative.

it's a way to prevent cheating. "how" it does isn't exactly known (and won't be anytime soon), but just keep it on and be happy that we don't need to upload 3+ minute session recordings for everytime we do submit a top 3 run (cause dear god, that was awful.)
- The top 3 session recording requirement has been removed.
- Now top 10 runs require Steam Overlay's in-game FPS counter to be enabled and visible in the recording, preferably with high contrast.
- If you have problems with the overlay disappearing, try running Steam as administrator.
- If using OB
