Pretty sure skips are only things that involve jumping on the death barrier, but you might want to double check that.
The level 19 skip doesn't use a deathplane glitch but is still a skip. It's honestly kind of confusing on what is and is not a skip.
I'd say a skip is when you do a trick that allows you to skip over half the level i.e. jumping on the death plane in 6/10/27, jumping on the pyramid in 17, jumping on the volcano in 19, or jumping onto the middle area in 23 but I don't think the massive corner-cut in 22 is considered a skip but yeah skips aren't really well-defined
Not just with level switching, but also with the addition of new levels (among other things)!! The old "All Levels" category has been archived, and now there are categories for 30 levels and All Levels (now that there are 45 levels in the game).
