Incase people don't know what this even means, it means you must choose the Charles option every time it is available.
You need Presumed Dead in order to access Valiant Hero, which is where the final Charles option is, so you can start the run with PD already unlocked. This is because the second Charles option is in International Rescue Operative, but GSPI and IRO give Special BROvert Ops, which doesn't have the final Charles option.

For Infiltrating the Airship (Government Supported Private Investigator)
Earpiece (Run Starts) -> Vacuum -> (If you've looked at the Flashdrive, you can skip the cutscene) Glue -> Charles [FAIL] (1/3) -> Robo-Helper -> Bone Melt -> Spook -> Reroute the Power -> Force Gun (GSPI)

Once you're done with that, move onto Fleeing the Complex.

For Fleeing the Complex (International Rescue Operative) 
Wait for Transfer -> Laser Plane -> Government -> Flash -> Charles [FAIL] (2/3) -> Mini Helicopter -> Left Guard (the one with the rocket launcher) (IRO)

Once that's done, you're almost there. Now move onto Completing the Mission. 
Note: You should have Presumed Dead available, as you can start the run with it already unlocked. If you don't, that's going to add about 2 minutes to your time.

For Completing the Mission
GSPI + PD -> Trash Ball -> Charles (Run Ends)

Any% Multiple Games (Originals)

I know this may seem useless, but note that Completing the Mission is not part of this Any%, so you can just go for the fastest Fleeing the Complex ending (The Betrayed) rather than Ghost Inmate to get Toppat Civil Warfare, the fastest CtM ending.

For Breaking the Bank
Note: Time starts when you press Play, not when you make your first decision.
Simply choose Disguise.

As soon as the screen fades to black, move onto Escaping the Prison.

For Escaping the Prison (Sneaky Ending)
File -> Cell Door -> Click Left -> Click Right -> Chair -> Right -> Plungers

Once the achievement appears, move onto Stealing the Diamond.

For Stealing the Diamond (The Undetected Way)
Sneak In -> Teleporter -> Penny -> Wire -> Hammer -> Plank -> Diamond

Once the text appears that you've won, move onto Infiltrating the Airship.
Note: Lightning Quick Larcenist is NOT an actual ending. Fake credits play but then you get a fail.
Note 2: Using the Yo-Yo is faster than using the Dirk.
Note 3: Rapidly Promoted Executive is faster than Relentless Bounty Hunter by a few seconds.

For Infiltrating the Airship (Rapidly Promoted Executive)
Cannon Ball -> Chair -> Eject -> Beans -> Rocket Jump -> Yo-Yo -> Goods -> Glider -> Dummies

Once the rank text appears, you're almost done. Move onto Fleeing the Complex.
Note: You do not need to go for Ghost Inmate, as you do not need to do Completing the Mission. The Betrayed is a lot faster.

For Fleeing the Complex (The Betrayed)
Wait for Transfer -> Laser Plane -> Toppat Clan -> Drill Pod -> Sick Ride

Time ends as soon as the word "Rank" appears in Fleeing the Complex.

Any% NG+ (PU) Guide

Make sure you have all the episodes INCLUDING RPE in ItA and GI in FtC. So go to FtC and click Play and as fast as you can click Skip Intro. Then click Play Dead and then the intro will play again. Click Skip Intro and then open the map and click the last choice scene in GI. Then click Dinghy and wait for the fail screen to appear, then click Menu. Now you wanna clear your data as fast as you can. Click Play on BtB and then wait until the Menu button appears and then click it. Now click Play on BtB again and while the Play animation is showing click CtM as fast as you can (this is when the timer starts). Then click Ghost Inmate and then click RPE (it will show that RPE is locked but if you click it, it works anyways). And then click Skip Intro and speed through the route. When you get the Toppat Civil Warfare achievement, you're all set! Your timer stops when you get the achievement.

Just really get a good run.
Pick is easy, plane is kinda easy.
The only time save is first-time Retro...
if you don't get it you have to watch a LONG as HECK cutscene for a person to go to sleep again...

EtP all bios routing

Teleporter - Click on the two policemen.
Retry -> NrG Drink - Click on the prisoner in the cell, and on the rest of the cops.
Retry -> File -> File door - Click on the two guards coming in your way, on the janitor (on top of the stairs), and on two guards in the elevator.
Chair -> Right Arrow - Click Everyone.
Map to cell -> Choose Drill -> Opacitator - Click on everyone and on the skeleton.
Retry -> Crowbar - Click on the two guards that spotted you.
Choose down arrow -> right arrow and optionally click on the guard in the picture (next to the door).
Click every guard that spots you, then fail the quick time event.
Map to cell -> Choose Cellphone. - Click on the attorney, the judge, the witness and on the guy with white hair.
Present diguise bag, and when you leave the court, click on everyone.
