To get into the Processing Center there's definitely at least one 30fps zip, though I don't know what it is (and unfortunately I don't think it was properly documented). Alternatively, you can do this which requires no zips:

Also, since you're on console it's worth noting that if you're on a version that's stuck with Catwoman (such as Return to Arkham), doing all this right after putting on the Batsuit will softlock the game since you won't be able to finish the final Catwoman segment. You'll need to play through the Museum/Grundy, and then do these skips to avoid that.
Moving forward we will be implementing a blacklist for users who violate the rules, people on this list will not be allowed to submit runs to our leaderboards. Anyone on the list will be contacted and be made aware of that, otherwise the list will remain anonymous. We won't retroactively delete runs
