Waiting on guard cycles sucks; what if I didn't, and instead chose violence?
In attempting to make it more consistent, I have found that waiting for both guards to "call it in" gives you the opening you need to progress safely:

00:00 West of Emi's Apartment, before Firefly Drone With regards to the cop on the vertical climb (and all enemies that shoot guns at Emi), a full height jump after they fire the first shot will successfully dodge it, given sufficient distance for time to move. The second shot is trickier, since you're now in the air, move away from the enemy if at all possible, you will then land before the third shot, which you can then jump over. Watch out for a tackle immediately afterwards.

01:15 With the final cop in-between the two lasers, I think there might be something with jumping the three shots and then dropping down to dodge a tackle (as I attempted before dying like a chump)
02:18 The long room with the two cops east of Syzygy City // Central Overpass Terminal is difficult to pull off, you follow the first cop until he gets into the middle, next to his buddy, wait for the far cop to turn around first, and then jump over the close one as they're turning around, you can then make a run for the room transition, but be careful of the second guard's shots once he spots you, though if you get shot after entering the transition you will respawn on the next screen and not the one with the two cops (it seems to me whether you take damage or not is up to the timing of when specifically you are hit: before the fade-out starts for damage, and after the fade-out has begun for no damage).
