This just happened while TPP was playing All Games Mode and randomly started playing Wario Land II. Has anybody seen this before?

Be aware that you can access OoB's abusing the wall jumps / wall clips in the GBC version, but that's something I've never seen before. My theory is that it is probably an emulator problem in case they are using a version of VBA, otherwise I have no idea what can cause it.
