At the present moment time starts when you see Jim after fade in. Time will end upon black screen when Driller Killer catches you in the woods. Felt the scene afterwards when tied up wasn't at all necessary given you literally just stand around until you die.
I think it's a good way to show that it's an obviously different category. Because with (maybe) the exception of the yellow tape in the battery room every tape can be picked up during an any% run without adding any time as most of them are picked up during down time or on the way to somewhere (i.e the last tape). While it does seems arbitrary to HAVE to put the tapes in the VCRs but to me it shows that the category is actually different to any% without adding too much time to the overall run.
