Id be in favor of adding a .4 category. with other games there has been the ability in steam to downpatch a game to be able to run on previous versions, as long as that is still a thing it doesnt completely rule out others being able to compete in those categories, with all the updates coming im sure more things are probable to change often, I think if there is no longer the ability to downpatch a game, then i personally would think its best for the mod team to pick whats best <3
