How is it decided to have only 5, 15 & 25 lines and 1,000 points categories? I think it could have larger category. At least I could easily find the following video with 576 lines + 58,769 points.
I have set up the initial version of all categories, subcategories and rules.
Currently it has All Stages(Any%, 3 Stars) of 5 game modes, and Rank-Up Changllenge(Easy, Normal, Hard) of 5 game modes + Mixed Challenge.
I will do sample runs for each category when I have the time.

I have retimed another game's leaderboards with milliseconds(https://www.speedrun.com/boomerang_fu/news/yxyzkz6n).
I just came here and start doing some runs, but now I'm thinking why it also doesn't enable "Measure run times in milliseconds"? I think it's not a good choice to disable it and only have time with second precision for a run time.

It mentioned: "the goal is to achieve a high accuracy of perfect hits while completing the game in approximately 30 to 40 minutes. The competition revolves around maintaining a consistently high level of accuracy throughout this time frame."
I'm not a pro gamer of playing rhythm game. When I saw the timing rule first time, my first thought is that the faster speed of selecting a song has more effects than achieving a high accuracy of perfect. Even a runner could create a new account and only unlock the songs for doing a faster speedrun, it's has more advantages on selecting songs.
I recommend to time with: sum of the songs' time + the time you played in the last song(you might retire). Each song has its own fixed time, we might have a list of them for calculating the IGT. The time of a song is recorded on a wiki page, but it's better to measure each song's time carefully if we hope to have a accurate time with millisecond precision (it needs to be decided when is seen as starting/ending a song in the game).
Otherwise it has more disadvantages if a runner would like to only play their favorite songs or a prepared list of songs, they should spend more time on selecting a song. Also if we measure time with IGT, then we don't need the rule: To start, go from the home screen to the song selection screen, and there, choose the EASY difficulty of the song "Tell Your World." Keep the song display order on default. But they still must provide the full video which is done in a single segment.
The game files provide a file named "options.txt" that clearly describe all options that could be modified, and lots of .txt files of the level configurations. Modifying those files might make a run easier, but it's difficult for moderator/verifier to verify if they modified them or not.
We might need the following additional rules in the game rule:
For a run that could be a new WR, the video must include showing "Date modified" of "data\missions\options.txt" first and then launch the game in the same directory(the parent directory of data).
For version 2.0.2, the "Date modified" should be 4/27/2011; Otherwise it is seen as a modified options, not a default options of this game.
I tried to find some gameplay videos of this game after I submitted 2 runs of Fleet Missions, then I found it seems that a smaller resolution of this game has less time for calculating before a fire(meteorite?) landing on the ground.
My primary monitor’s resolution is 2560 x 1440, I didn’t find any option for changing the game’s resolution or making it windowed in the game. So I change the monitor’s resolution to be 1280 x 720, then I feel it becomes a different game.

At that time I saw the 3rd moderator's Online was "Today", the other two's Online were 2 years ago and 3 years ago. Today I found that the 3rd moderator was disappeared in this game.
I have a run 4 days ago, but the map seems quite different from the current WR.
I noticed that the developer keeps updating the map from the published date, so is there any category or rule on this issue?
Otherwise it might be a little unfair for the old / new runners.
