You could go on the pellson rom, and check the framerule in the top left, make sure that you are on the right framerule by doing the other levels like you want them to.
well to start i guess in a lot of levels doesnt even matter at all the framerules lol but ye if you see that you need something to make posible being faster ask for a good one for the level if it isnt known try and search
After having done some research the framrules doesnt really matter, however each level ''Perfect'' runs have a certain number shown on the timer, Example 1-1 is done with 370 left on the timer (or atleast in my time listen my record is so old its not even on the leaderboard anymore) You Should Check The Runs and see how much time they have left on the timer NOT the speedrun timer but the in game timer (on top of the screen) And reference these. honestly that's what i used to do. and thats probably what a lot of peoples still do.
