The game has built-in scenarios, with fixed locations and defined objectives you need to complete. This is effectively the 'campaign' of the game. I feel like the canonical Any% of the game should be to complete these scenarios. Rather than the current one which is just Sandbox mode.

By scenarios you probably mean the given scenarios (missions) on the map selection menus https://imgur.com/a/LWrGcmM - so the goal would be to accomplish the given missions as fast as possible ?
