Can i make an attachment for the drill that holds the pencil instead of putting the pencil in the drill? also am i able to modify the drill in other ways. Doesn't mention anything about it in the rules

You must put the pencil in the drill. The drill must be a standard drill used only for spinning the pencil

How about an attachment for the drill that holds the sharpener, and holding the pencil in hand, would that be mounting of the sharpener and therefore not allowed?

I tried this and its not easy to hold the pencil so maybe not even a good strategy, but wanted to see what people think.

Technically the use of the sharpener on the drill would count as mounting since you are attaching a foreign object that isn’t the pencil so therefore under our rule set would not be allowed
