It's completely normal. The next step would be to drag the bag and fill the baskets with frozen fries.
If you instead want the machine that automatically fills a basket with fries, login with a manager account (For the dump on archive.org by Nick Robinson, the 482500 account is a manager account), then go to MGR Mode -> Store Layout, and turn the 3rd option to ON, then click the bottom middle button to save.
