There are a few active players recently so I want to really fix everything on this moderation page and also pin down the rules in a concrete way. Please leave feedback and requests in the comments. Now would be a good time to apply for mod if you want, although I am fairly active so it's not really needed right now.
RULES:
Time trials need to be "default". [I don't really see myself changing this rule it's very fair].
Time trials use the in game timer.
Full game runs need to use livesplit [or alternative tool that accurately measures milliseconds].
Full game runs begin when clicking "ok" on the cup select menu and end when crossing the finish line on the last course.
Skips ARE allowed on ALL RUNS. [Should "skips" be a separate category? I don't think so, but it is on vanilla SM64]
ALL emulators within reason are allowed. [Should I only allow Project64 etc?]

My personal stance is as follows
Timer in Full game runs: That's understandable. I just saw the reason why we changed to RTA and now I'm all for the requirement.
That said... Since LiveSplit is Windows-only, I'd like to name a few alternatives per OS so one doesn't need to search for an alternative and can get set up right away:
Browser: LiveSplit One
Linux: SeedSplit
macOS: NeoSplit (WIP) (Yes, it's self advertisement, but that's because I already dumped like 3 full days searching for something and there is NOTHING else for macOS except for the browser solution mentioned above. Plz no ban for that.)
Skips: I think SC should be it's own category. Why? Because if SC and No-SC is one category, it'd be very unfair for No-SC players as SC player automatically get better times since they don't drive 100% of the lap.
Emulators: I would allow any emulator as long as it runs the game fine. Only allowing Project64 would...
- Extremely limit the things you can use, as it's Windows-only and I, myself would have to retire as a runner here immediately as I don't use Windows at all and be forced to break the rules by running on Parallel Launcher (ParaLLElN64 core in RetroArch); a banned emulator. Just like in Super Mario 64, where you HAVE to use PJ64 1.6, which could also get your Windows hacked due to a security flaw in the emulation.
- Everyone prefers a different emulator. For me there are better emulators than Project64 out there. Parallel Launcher to name an example. I'd let everyone choose the emulator of their liking.
Alright I'm going to leave everything the same for now and if we get a few more players I'll separate the skips from the no skip runs. Enjoy the weekend everyone. Seacrest OUT!

Since this mod is still in development and there are quite a few versions with little changes to the race tracks, I've included a toggle called "Speedrun Mode" which displays the version number of the mod on race start. I'd suggest turning that setting to ON, in order to have the competition on equal terms.
It also shows an indicator for a clean (or non-intrusive) extra setting setup, so players won't make, let's say turn on super speed and get a good time that way. It displays a little trophy sprite, when the settings and extra unlockable options are fine.
