The PS3 is faster RTA due to faster loading, but we go by IGT since the IGT stops whenever the game is loading. This allows all platforms to be able to compete with each other.
(There's small differences between how fast each platform saves the game, and I need to look at it a bit more closely, but it's not enough of a difference to warrant platform separation)
I used to run on Emulator so the experience is:
PS3 > Emulator > PS2 in terms of RTA. If you are looking for strong RTA time.
Since we are timed by IGT it doesn't really matter that much. We all are playing by the same level field.
What Drach mentioned about save the game was the Emulator advantage. The total is 2s I believe, while PS3 and PS2 save game time are the same.
