i have a question regarding this rule

So when you submit a pop run you need to watch the cutscene for time to count, however since i'm on console i can't use savestates to keep access after completing it, only way i've found to keep path of pain is to fully exit the game (cannot open menu when cutscene is playing), does this scenario relate to the rule above since menu technically cannot be accesed?

No, you must still let the cutscene play out as timing ends after it has concluded. Depending on the console there may be ways to restore saves, but the unfortunate truth is Console PoP kind of Sucks to reset.
