Long story short, you need 2 marked cars with bombs for this mission. Unfortunately, the bomb shop in Portland is closed, so you have to go to either SI or SSV and back. One way of doing it is to push your cars with a boat. This is probably painfully slow, so I went for the teleportation trick that RationalPsycho showed me (original founder is Lennart). You teleport your car to SSV, plant the bomb and teleport it back to Portland. Repeat with the second car. Other than that everything else is trivial.
