I want to speedrun an xbox game but can only record / stream using my phone, is this an approved criteria? because if not i need advice on what to buy as an alternative.

You should check with the mods/community of the game to be sure, but most of the time there won't be a problem, as long as you capture the entire screen and the quality is good enough to see what's going on.
