I see that modded runs aren't allowed for obvious reasons but why isn't there a separate category? If this could be added I would be very thankful

However, I am not quite sure what exactly do you mean by "modded runs". What would be an objective of such speedrun? If you want a category to be added, you should ideally first run it yourself or link to an already existing run.
In addition to that, AJChimaera, our speedrun.com moderator, is not really in favour of runs that are using modifications to the base game as it is hard to check what exactly the active modification does.
Personally, I in general agree with that, but if you have an interesting idea, please don't be encouraged by that and feel free to suggest it.
Definitely open to suggestions but it must be considered that there are a lot of mods, some purely cosmetic, others that break the game balance entirely. If we were to add any categories, they would have to be constrained to very specific mods and there would have to be a good argument for why it would be special enough to warrant doing so.
Largely though the primary point is this is the leaderboard for speedrunning the game as created by the developer, not as a platform for user customisations.
I know im late but maybe ProMods? Unfortunately my pc broke a few weeks ago so im unable to submit a run like that and i dont have enough dlc for it
While ProMods is one of the more consistent modding groups, it is too much of a game overhaul to be considered for the official game leaderboards.
No DLC are required for many of the runs on the board - pretty much any of the categories involving starting a new profile can be completed in just the base game. Especially Edinburgh-London or Paris-Berlin. Downpatching to an older game version is recommended for many runs to be competitive for top times (and the Michelin tyre DLC is required to get the highest speeds), but such things are never necessary for submissions to the leaderboards.
