I have done some minor ruleset additions and changes so as to better clean up the way that rules are listed on this board.
The most notable addition concerns full video requirement. I edited this for clarification. While we do want to encourage full video whenever the option is available, I added statements to clarify other means to submit a run in absence of video. The only absolute rule change is that video will be required if you claim to have a time that is in the top 3, or else a run is immediately rejected.
All the other general information (the fact that we use IGT, Vegetation Collision being always on, etc) was moved to the Game Rules, whereas Category Rules was kept specific.
Lastly, Comments are enabled. It's been a feature for a while, but I feel that this is a really useful tool to facilitate discussion about particular runs. Please be advised that to mitigate spam, we ask that you please have at least one verified run tied to your account (it can be in any game, but seriously, just go and run CPST and submit that because it's that easy to just tie up on that course)
