I know that when you are on an Apple iPad, you are able to enable a battery saver. Doing this when running the game Appel, slows the frame rate. Would uploading runs to the leaderboards in this state be valid?

This is not allowed. You have to play Appel at the normal 30 fps. Thanks for asking before doing it!

BTW, I'm pretty sure this is what happens to me (I've called it lag, but this is likely more accurate). I find it unplayable though, so I don't bother.
