The video link is where you post the image link, it's just the way the site is formatted. If you use an imgur link it will get mad at you so I use a drive link. If you must use imgur put it in the split ID and then just a dot in the video link will let you submit.
Using the raw imgur link as video link also works fine: i.imgur.com/[id].png
Why don't you use video links? I mean, because then you would be able to distinguish which one is the better run. Sector 2; Level 8. two times are tied together, but what if one time is 1:13.01 and the other is 1:13:99, that's still a considerable amount of time and should be distinguished.
The use of image links is not sufficient enough to get an accurate time, and makes it impossible to see who is the better player between second tied runs. It'd be easy to time a run. As it would take a very small amount of time using a free program such as Avidemux.
I don't think that's suitable for ILs, given that they use IGT, not RTA. The whole point is to use what the game gives you. Plus ILs aren't really all that serious and recording software / capture cards can be inconveniences that push people away from submitting.

Video proof is now required for WR runs. Not sure if we'll determine order manually, but it could be an option.
Why not exclude any loading times when you retime the runs? I speedrun Left 4 Dead 2, and for each IL we retime all the run besides the parts where the game is loading in. Is it not possible to do that in this game?
