In order to unlock all cups, just rank up by doing online races.

Updated 2021-9-5: (RealOttawaTodd) - Once you have reached "Legendary" rank you would have unlocked all the cups for the all Cups category.

Replayes aren't allowed any more (Time trial)

It’s pretty easy to claim a run as your own with replays, so that’s why replays aren’t allowed any more for time trails.

Plus time trails don’t last that long so theres no need for replays.
