I don't think anybody has ever looked at the GBA Consolizer for this game. If you were to upload a video of a run at 60Hz I think that would help us at least look at it a little bit. Just from the website it does not appear as though it would modify how the game runs, but without at least seeing a video of it we can't be sure.
The reason for the strictness of the rules is because most GBA emulator setups do not run the game accurately in terms of real time. An incorrect setup runs about 1 minute faster per hour than a console setup, which isn't acceptable for a leaderboard like this one. The rules are as lax as we could make them while still ensuring that only accurate setups are allowed on the boards.
A reset is required to ensure that runners are not starting from a fixed RNG seed, which would happen if you started from a savestate at the main menu.
Showing mGBA core is required because VBA is an old and inaccurate emulator that has a significant advantage over console in terms of time.
Showing that you have the proper firmware loaded is required because mGBA needs the firmware to run accurate to console, without it loaded the emulator will still run about 1 minute fast per hour.
Showing which version of Bizhawk you are running is required because certain versions of Bizhawk used a version of mGBA that introduce bugs relevant to Zero Mission.
I understand that our requirements are somewhat more strict than a lot of other games, but they are there to ensure that everyone on the boards is on a level playing field. If you need help making sure you are set up correctly please feel free to DM me or any of the other mods, all of us want to be sure that people are able to submit to the boards and enjoy the speedrun.
I think most of the runs from m2k2 got brought over when this page was first created. I would say that's almost certainly how it got here.
The reason we don't have a leaderboard for those is just due to how much possible variation there is. On top of that, possibilities change when biospark releases a new version of it. There are definitely plenty of people who do randomizers, but for the most part any sort of competition around them is done through races rather than on a leaderboard. May not be the answer you were hoping to hear, but that's the situation at the moment. The discord server has a channel dedicated to randomizers, so definitely feel free to hop in and ask questions or ask for races!
Since that isn't something you can do on the original hardware, I don't think that would be allowed as it would provide a significant advantage over the original hardware. It wouldn't work the same as in AM2R anyway, it would be very janky due to the way morphing works in this game.

Strats do get discussed on the discord every now and then, but there aren't that many new routing discoveries or strats right now.
Twitch does have a section about DMCA stuff in their terms of service. From quickly reading it it looks like you should be fine unless Nintendo specifically complains about your stream.
