NG+ stands for New Game+. The skip is performed by quitting the game in the beginning train cutscene and starting a new game, which will allow the skip to happen. It is only allowed in NG+ because it requires a setup in a save beforehand to do.

You can get to the journalism class faster by entering a whole between the wall and a desk blocking the entrance to enter the door faster

You can also enter the drama class faster by walking through the hole in the divider wall and crouching under the wood plank
