And that will happily silence anyone that actually points out that they steal TASes by blocking them from YouTube and their own Discord DMs.
@Axodo you are aware of this information as I directly contacted you about it in DMs. @MBisonFute you just accepted a run with no-video proof whereas their previous one submitted was a stolen TAS.

Game movement is every 11 frames. Dialogue (ignoring selection animation) is every 15 frames. Better management / damage abuse at Judgement can shave some frames. Not sure exactly how RTA timing works but it's roughly 4:33.717. Under TAS timing it's a 4:37.67 / 16660 frames.

Try and get in contact with the global board moderators. Rules have been written up for it for some time now, but they haven't pushed it out yet.
When streaming/recording a run you must be able to capture the window to show what emulator is being used.
BizHawk is able to display the status bar below the game window. That must be displayed.
DuckStation will has specific requirements below. You are able to run without showing the window.
You must also state what emulator is being used when submitting your run.
Accepted Emulators:
- XEBRA
- BizHawk 2.9 or newer (Octoshock and Nymashock are allowed).
- mednafen
- DuckStation 0.1-6280-gcf760bbe or newer [Recommended]

That emulator for PC has not been updated in 4 years and despite being the "most accurate emulator"^ it relies on plugins compared to the other four options.
^Due to being closed source, it was able to get away with faking the scores on the PS1 Test Suite. Games that are tested to what ePSXe states it "passed" has outright failed.
For the quick answer on "why did we drop RetroArch?"
Besides the core that was chosen not actually being kept up to date to the upstream version (mednafen), the authors behind LibRetro have committed a lot of fowl play that it's not worth supporting outright an emulation development team who harass other developers and create false narrative why "they're in the right" (they're not).
Additional Note:
Even though this was focusing on Emulation on PC POPs on PS2 was brought up and I'll quickly go over that. POPs is acceptable for the first two titles as long as you mention you're using it and if you provide the IGT. It's outright banned for Tekken 3 for the time being due to the strong visual glitches, if that gets fixed I'll make an update about it.

That's a hard agree I personally have with, some other things are going to be done soonish™ for the broader range, but focusing on the narrow field that is CTR which is a lagish game, and is dependent on a few things, allowing freedom of what you choose as your choice is completely fair for the community.
Especially when you can back it up in that narrow field.

Unfortunately, the best way in regards to ILs is either to make 4 new tables (which makes it messy), or to sub-category them but that would only show Single Player runs as the priority.
As for full game runs, I did just adjust it for it to be separated and that should work. It's just for ILs I need more people to actually assist me there, and actually help out.

You know this is the exact same case when runners were using psxfin as their main emulator of choice? And look at where that sits now these days in terms of comparison. It's the same "logic" on a different emulator, improve running the game yourself instead of complaining about emulation differences.
They weren't listed initially cause iirc those languages weren't listed on Steam originally. Since they now are (or I'm blind from the past) the languages are now selectable.

Anyways. I ain't going to argue not doing the emulation/console split mainly due to y'all having that set out already in your style, but I'll give the explanation to emulation rules update, since it's practically my stuff being referenced.
To keep simple: The emulation update is admittedly to hit it on the knees and to make it slower than real world console loads, some of the emulators chosen, does have the lag advantage, and heck mednafen actually "fakes" lag in some cases, best example is compare a simple straightforward walk in Resident Evil Survivor. It's to incentivize runners in getting the console to participate in the game after learning it through.
