As with all games and changes and whatnot, this sounds like a "we don't know, we'll have to do some testing and figure out what is most reasonable for this scenario"
I'm not a moderator of this game, but this seems reasonable if we don't have any information quite yet.
Generally, a macro is 1 key that presses multiple keys in a certain timing thing. This generally is not allowed in speedrunning, as it can interfere with the showcasing of a players skill.
For example, a macro could be 1 key pressed and it clears an entire room.
The only thing speedrunners generally allow is rebinding; having 1 button do 1 keypress, but I believe you can do that from within the game :P

Not in each instance. You can have fun smaller glitches (wallclips for example, duping keys somehow, thinking of examples), which affect the run a little bit.
While there are a lot of glitchless categories in games, there's also just the banning of a super-major glitch (ACE in some zelda's for example) that allow for all the other smaller glitches to work.
For example here in EoW, they already plan to have restricted and unrestricted EoW, categories.

We wouldn't mind if you did a run and there wasn't a timer on, that is no issue at all.
However, and this you might like a little bit less, if you could make separate videos for every level you're submitting. This makes no sense for people wanting to see the runs.
If you already have a big video, you can easily cut them in 15 little videos with LossLessCut, amazing program.
No Major Skips can also be ran without skips.
You're still doing everything but smarter.
If you don't want to use skips, then don't!!!

You can either buy a capture card, or record it with a camera on your laptop/phone. This is what I did at a speedrunning event last month, just pointing a webcam at the screen:

But what you are describing, is exactly what is allowed. The general rule is, as long as you don't let go of the prop, you should be good! Because the act of grabbing something already gives you height.

Rebinding a mouse button to just do 1 action is fine.

I think separating by switch vs pc isn't a bad idea. Here's reasons where there are some changes that I have for any% (or whatever that category is called now :p)

call this skill issue, but there's a skill gap between pc and switch. Unsure which way, but mouse control ain't one of the 3 input methods the switch has. So to say.

Too lazy, not watching? Everytime yoy get a shine in fury mode, you damage the boss. And you skip fight 2 and 4 this way.
Keeping the leaderboards for IL's in sync with the game, even with replays, is such a time-consuming task for a game that isn't as active as most marios, that's honestly not worth it.
