Yes, pretty much.
Vigilante should be faster overall, as long as you route in a good Police Car. My idea is the following:
- Get a FBI Rancher from the end of Martha's Mugshot (alternatively, can fly the heli to the Vice Point or Downtown police station, or even do this part at a later point in the run, for example, after TBD Vigilante)
- Savewarp start Vigilante, start G-Spotlight
- Proceed with the instapass
The model unloading crash has never happened to me and from what I've read neither has Patrick or husho experienced one, but even so, you can save the game for safety, and this instapass saves so much time that even with 2-3 crashes it would still save time.
The top bar is way too big compared to the old one, while adding nothing of use, meaning it's just removing working space on my browser window. The new font used is awful compared to the old one. The spacing between anything is way too big (in the frontpage, there's too much room between runs/games, in menus, even in the leaderboards themselves).
Pretty much the only thing I like is the new streams page that actually uses the entire page instead of just the middle.
You say you want the website to be mobile-compatible, and that's fine, but that should not come at expense of people who use computer screens. I personally don't like "modern-looking" websites so please let me go back to the previous layout.

A, but name it Complete the Game.
Beat the Game doesn't directly imply its completion, for example, crashing the game is another way to "beat" it, since the players actions have made the game give up on its own execution.

There are categories far worse than this on the leaderboards (such as Kingdom Come and Sweatshirt). Until those are removed, I don't see why this should, considering it's a legitimate speedrun that unlocks the rewards for 100% completion as fast as possible (even if it's shit)
As mentioned above, there is the possibility that one day collectibles can be attained multiple times, or worse, spawn arbitrary collectibles.
When mission duplicating was found, the definition for All Missions and 100% was adjusted to require every mission or every percentage to be awarded, and it was deemed that "the stats do not matter". Furthermore, there is a glitch in GTA 3 that allows the completion of all rampages without the stats indicating it (In fact, 100% runs end with the stats saying 18 out of 20 rampages completed).
I'd like to also point out that other than the stats, the game doesn't really congratulate the player on getting x amount of collectibles, it congratulates the player on getting ALL of them, with the exception of GTA Advance, as can be seen in this Wall of All
Worth noting that in VCS, 99 Luftballons should remain as the category name, because the number of balloons is deemed relevant enough that the developers went out of their way to include it in the congratulatory message, due to it being a reference to a song.
As such I think the naming should be as follows:

This is not true. This is like saying "By supporting A, you support renaming GTA 3 All Missions to 73 Missions", because it has its own stat. Getting all individual packages is similar to getting all individual percentage points. The word "All" already means 100% of something, so no renaming is required, because 100% of 100% is still 100%.

Just because we start doing something the wrong way, doesn't mean we need to keep doing it wrong.
As such I vote B, though I would open the exception for 99 Luftballons (if exceptions aren't allowed, should be All Red Balloons).
Use Dxtory to capture your game and in OBS use Video Capture Device to capture Dxtory's video feed.
The rules for GTA III, VC and SA are that all runs must be done with frame limiter, exactly because of the reasons you stated (and others). By using frame limiter, the problem with players with higher FPS having advantages or disadvantages is removed, which makes every run comparable, and is obviously better for competition.
You can try to start a debate on the removal of this rule, but it has been done multiple times.

I use the first line on the vertical axis to aim, aligned such that the right side covers the Stallion's nose and the left side is just under it. To trigger his death just grind the wall past the lamppost as you drive back.
This only only useful if you already have a sniper rifle at this point in the run, so it's not really usable for Any%, but might still be useful for some All Missions or 100% routes
