Not sure whether it's known, but after some digging into the game's files I've discovered the acceleration, top speed and turning coefficient (how sharply the cart can turn) of every racer. All values are represented using floats which are then multiplied by a relevant constant. Here are the values in order as stated before:

Panther: 0.9, 1.0, 0.8

Some takeaways:
1.Panther, Bull and Lion have the best top speed, with Bull having better turning. With that, Bull is probably the best character in the game and Panther's the best for speedruns.
2.Dino and Turtle are the slowest.
3.Frog, Turtle and Robot have the best turning.
You can access these values by opening the VehicleParams.class file in Pet Racer in-game files in the "java" folder (path: "C:\Program Files (x86)\Pet Racer\Pet Racer\game\java\VehicleParams.class")
