Figured it out. Download DXWnd. Make your path toonsDX7.exe, your launch launch.exe, and if you use livesplit run it as an administrator so you can split while not clicking on the livesplit window.

Also was using this file to play the game without the game stopping while clicking off for splits. This was my only work around. https://imgur.com/a/DMWWu

So nicktoons doesnt exactly have a windowed mode. The way i was doing it was using two monitors and clicking off the game to the split. It was a pain and i wish i could find a fix around it.

Shoot dont wanna go outta my way to buy a pal ps2. i already have a US and japanese one. Guess i might stick to 100% for now.
