Runs with the new timer will have 29* seconds added to them, why? It's unfair to other categories who are basically stuck on the old timer. I ran a poll in the discord and the results were 14 for retime, 6 for no retime.

For ILs, make sure to include before 00 and after 09.

This is a temporary solution to solve the timer discrepancies right now, and once chapter 2 fully releases all runs will be with the new timer, making it not matter.
