A question about this particular version of the game. What are the rulings for submitting a speedrun of this particular version? In order to run the game, I need to use Korama's Sega PC Reloaded to properly run the game, and to comfortably use capture software. What is permitted and what is not with the settings?

I'd say it's ok to use that, even tho that's not something i'm familiar with. But as long as it's reliable in terms of time you'll be just fine with that.
