Reload before to stop tampering before video and after to catch any changing of the code during the run that may have been edited out. Another problem is if you tamper with the code and edit the page's html by cutting out the the reload part of the code which allows you to reload without the message: changes you made won't be saved.
the reload rule used to be implemented and was scrapped for the exact reasons you've just described: there are ways to get around it. The current rule asking runners to show a few previous attempts helps mods to catch any code tampering shenanigans. It's also worth saying experienced runners know what is likely and what is not, and if a random player came in and submitted a bunch of unbelievable times, we'd be suspicious. I'd recommend DM'ing myself or mods on discord if you have any further questions or insights, it'd be better not to discuss the inner workings of the rules publicly.
