Well, I didn't read the rules that I HAD TO TIME MYSELF even with a timer. Slowing down the video to 0.25 and timing my first try at time 0:24, I got 13.09, and a fourth of that is about 3.273 seconds. So sorry that I can't read, and that is my official submission.
